There are better, but in-game they do fine.

If you don't like Torkoal much,might I suggest a Camewrupt to replace it?

Since it's Emerald, you can try to get Houndoom after the E4.

Crunch and Flamethrower are two special (instead of physical, not as in exclusive) STAB moves. Howl ups your attack, so that Return actually deals some damage
