    Strict Counters to Volcarona involve a few key things:
    -High Sp.Def
    -Not weak to Fire, Bug, and whatever Volca' currently carries
    -Can hit hard (without contact preferred, with Rock Type Moves preferred)

    Being weak to only Water and Flying and double-weak to Rock makes options lessened a smidge. Surf and Hurricane are great, but Volca' has Base 105 Sp.Def and Base 85 HP. Most Rock Type Moves are 1KO, but Volca' has access to Moves to counter Rock Types.

    While not strictly Counters, Eviolite-clops and Chans-Eviolite have considerable durability against Volca' due to Pressure and HP, respectively, combined with high Sp.Def. Mantine resists both of Volca's STAB Types and has considerable Sp.Def, too. Snorlax has great Sp.Def and HP plus a considerable Attack with access to Thick Fat and Rock Type Moves.

    Kind of my point. Ones that have a method of durability against Volca' don't usually have a means to eliminate Volca' quick enough. Snorlax has both durability against it and a means to eliminate it. I looked through the top 200 Pokemon for Sp.Def to find non-Rock Types without a weakness to Bug or Fire with at least Base 110 Sp.Def. These were among the candidates. Other candidates included Tentacruel, Blissey, Eviolite-tyke, Dusknoir, Milotic, Suicune, Gallade, Scrafty, the Hitmon' trio, Flareon, Kecleon, Togekiss, and Regigigas.

    Among those:
    -'noir, Eviolite-tyke, and Blissey were in the same sinking boat as Eviolite-clops, Mantine, and Chans-Eviolite
    -'cruel, Milo', 'cune, and Togek' were too Sp.Atk based to matter long enough without Mirror Coat, though Mirror Coat is far too unreliable (you may get one-shot anyway)
    -Flareon, Kecleon, and 'gigas were too laughable to go up against Volca'
    -'lee was the only Hitmon' to have good Speed against Volca from Unburden, but still has utter-crap for HP and has to risk Flame Body Burning it when using Normal Gem + Fake Out (not a risk to take when you rely on your Attack)
    -Gallade and Scrafty had too little HP for their Speed

    So you only have Snorlax among the wreckage with any sort of chance at a sweep situation. Volca' has so many options to screw with a lot of Types, even with neutral damage.

    Sometimes, it is easier to just overpower things, rather than tanking them out...volcarona is no exception, as your analysis shows

    Thick fat + rock moves is strong here. Hariarma needs to watch for psychic and also has fake out. Gallade has access to rock slide and stone edge, so while the volcarona sets up, you can destroy it. Sandstorm is a pain for it. Rain lets swift swimmers take control and some like kabutops can hit back with rock slide.
