Why not just ban Smeargle entirely? It seems like it defeats the purpose of "only use stuff with restricted movepools"
Also does Gyarados actually beat Lucario? Its movepool consists of Thrash and Splash.
You do have a point, but without a ban on Baton Pass, there would still be the possibility of Pokemon like Scizor and Gliscor passing speed and Def boosts and stuff. Normally that wouldn't be a problem (Lucario already gets Agility as it is), but one of the main reasons that Togekiss is manageable is through its weakness to Stealth Rock and ability to be checked due to its lack of a speed boosting move. However, if you pass a speed boost to it (and maybe even a Def boost or something), then it will have no trouble sweeping your entire team with Nasty Plot. Besides, without Baton Pass, Smeargle just sets hazards and puts something to sleep (which Exeggutor, Tangrowth, and Roserade can do too, but while being offensive threats as well). It's still pretty good, but at least Tier 10 has a great spinner in Cloyster to get rid of the hazards.
I did a few calcs, and...mostly. Adamant CB Gyarados 2HKOs Lucario about 96% of the time with Thrash, which is pretty good. Depending on whether you're running max Atk / max Spe with the leftovers in bulk or max Atk / max bulk with the leftovers somewhere else, Adamant LO Lucario 3HKOs with Hi Jump Kick about 98% or 56% of the time, respectively. Factoring in that, and the slightly low accuracy of Hi Jump Kick, Gyarados wins most of the time against LO Lucario. CB is another story, however.Also does Gyarados actually beat Lucario? Scizor can't Baton Pass anything I think. It learns Agility / SD as late level up moves.
Gliscor Baton Passes Agility... and... Harden? Do you really think 2x speed is broken? For one besides Baton Pass and Agility Gliscor / Gligar's movepool basically consists of the elemental fangs and Knock Off (which isn't TERRIBLE, I guess). You can't beat that by running priority moves, or just using something like Rotom to beat Togekiss?
Smeargle on the other hand has an unrestricted movepool allowing it to either Spike, or Baton Pass... two things with VASTLY different counters further hampered by it vomiting Spores everywhere.
Edit: If Lucario is a problem run Qwilfish lol. I have yet to see my Qwilfish lose against Lucario. Brine + Aqua Jet generally takes it down fast enough.
I got started typing a response and just thought, "Eh, forget it." Smeargle's annoying as it is regardless of what it's running, and it does kinda defeat the purpose of Tier 10 to begin with.

So I've been laddering recently, and have been getting raped by Sun teams and bad luck. But mostly Sun teams. So, Team America, what's your favorite counter to Sun teams?

Oddly enough I've found Quick Attack Scizor very useful vs Sun teams. Between U-turn, Quick Attack, and Bullet Punch most sun teams don't have many good answers to this especially when QA 2HKOs Ninetales and Volcarona. Scizor checks (and sometimes hard counters) all Chlorophyll sweepers. It does fairly well against standard Lavos Sun, even better if it runs Pursuit > Superpower. EVen sun that runs Genesect doesn't stop Scizor as Genesect is 3HKOed by Bullet Punch, meaning it only counters Scizor once.
How does Snorlax fare against Sun teams? I'm too lazy to run calcs right now, but it seems like it'd do alright. Maybe a specially defensive CB set? Between Thick Fat, STAB Return, coverage in Fire Punch and Earthquake, and great special bulk, it looks like it'd be a real jerk for Sun teams to handle. Maybe you could even throw on Sleep Talk to switch into Venusaur's Sleep Powder and then hammer away with random moves. Being asleep would also save you from random burns from Ninetales's Will-O-Wisp and random Fire Blast/Flamethrower/whatever burn hax as well.
