Actually, when people state that they're ugly, full stop. It's more of a compliment-fisher than an actual belief, as if it were a belief, the person would directly ask you on whether they're ugly or not rather than spouting out "Oh but I am ugly though".

Ugh, I hate people that are desperate for attention like that. Something that I've always wanted to do is:

"I'm ugly! Oh no, nobody likes me!" (plus whatever else they want to add)
"Really now? Prove it to me then."

And if they genuinely think they're ugly, they'd come up with actual, plausible reasons.

People who actually do see something in themselves that other people can't see wouldn't be "desperate for attention" like the way I defined above. After all, if they can genuinely explain what it is that only they can see about themselves, they would have a reason to believe they're (insert negative adjective here) instead of just calling blindly for attention and compliments.
