Pokemon Riddle

The first person who guessed got it. Oh well, I guess that's what I get for making an easy riddle. The Explanations that I had in mind were

Right side up? Or upside down? Its head looks upside down, because its antennas point downwards.
When I evolve, I may leave this town... When it evolves, it leaves its underground home.
Or this world Nincada's other evo, Shedinja is a ghost type.
Many eyes, Many sights Compoundeyes ability
Although I have wings, I cannot use them in flight self explanatory.
If you stare into my back, you shall not be in plight. Misleading. I thought that people might see this line and think "oh, its back isn't dangerous, so it isn't Shedinja or anything from that family" but obviously, that did not work. Good job, T-Bolt, You can post a riddle now.

I have good strength, and blazing speed, Blazing for its type, and it's a racing horse.
But even heavy bulls race me. I think this refers to Terrakion being faster than Rapidash.
I may seem to fly as I go thundering by, 'To fly' refers to Rapidash learning Bounce and 'thundering by' to Thunder/Thunderbolt.
But I often spook too easily. Filler ...?

Well, that was fast. It is Rapidash, though the explanation isn't exactly right....

I have good strength, and blazing speed, you got it right here, according to dex entries, Rapidash runs at 150 Km/ph. Blazing Also refers to the type
But even heavy bulls race me. I was thinking of Tauros, but I guess Terrakion works too ^_^;
I may seem to fly as I go thundering by, according to dex entries, you can't see Rapidash's hooves touching the ground. Thundering also refers to wild charge, Rapidash doesn't learn thunder/bolt
But I often spook too easily. It's ability is run away, plus, it's a horse

For I find punishment an art (Something to do with drawing on peoples faces as a punishment is an art)

Tumnus has got it.

He got nearly everything right too. Both the dragon smoke and the bazooka fuel refer to ink, which horsea (whose classification is "dragon") uses in its smokescreen attack and octillery uses in its octazooka attack. The "dragon mimics" were charizard and aerodactyl (who look like, but are not typed as, dragons), and that line referred to an episode of the anime where Ash's charizard was chasing an aerodactyl until jigglypuff sang both pokémon to sleep, sending them "falling" out of the air. "Pay me heed" means to listen to jigglypuff's music, which is what jigglypuff wanted people to do and would get back at people for failing to do (as they fell asleep instead of listening).
