Well I was guessing the black was referring to the Overcast form and the light was referring to the Sunshine form.
Er... Hoothoot/Noctowl? This is going off the logic that Noctowl could learn Flash in Gen 3 but can't in Gen 5, and is also the only Pokemon you can only find at night that learns Flash.

Ok, this is probably way off, but... Lileep?
It's from the gem generation, and it used to be the only Pokemon starting with "Lil" until Black and White introduced Lillipup and Lilligant. The "shed light" part could be a reference to the fact that it's a fossil Pokemon that "sheds light" on scientific questions as opposed to a literal light.

When black arrived I took that back- With the introduction of Emboar, everyone hated the Fire/Fighting type.
Yet I still shine bright like a gem-It's from the gem generation.
And shed a lot more light than them-Torchic has the brightest colours of the Fire starters.

By "among the black", I meant that while most other unevolved fire starters had names that referenced blackened or burnt things (the char in charmander/chimchar and the cinders in cyndaquil), torchic's name referred to something bright, a torch. The second line meant that after the 5th gen came, torchic was no longer the only unevolved fire starter whose name didn't refer to something burnt and blackened, as tepig's name didn't either, but torchic was still the only one whose name referred to something bright, hence the final line.

I'm probably way off, but that was the first thing that came to mind.
It sounds like an Electric Pokemon to me. I'm thinking Pikachu.
1st line: In Gen 5, it could no longer be found in the wild, but is still referred to in some parts of the game (such as the Castelia billboard)
2nd and 3rd: Everyone knows Pikachu, therefore some people dislike it for its mainstream popularity. They don't necessarily hate/abhor the Pokemon, just its popularity in the media.
4th line: Electric Pokemon are known for feeding off electricity from sources other than natural lightning. In The Electric Tale of Pikachu, he is introduced by feeding on electricity from Ash's house.

My guess is Stunfisk. The bottom line appears to mark the subject as an electric type, the second line would work due to fish smelling fishy, and stunfisk seems to be on the unpopular side, explaining the third line. Not sure about the first line though. Maybe because, being a flatfish, it hides on the bottom of the water?
