    Starmie @Expert Belt
    Ability: Natural Cure Nature: Timid
    EV: 252 Special Attack/4 Special Defense/252 Speed
    -Surf
    -Ice Beam
    -Thunderbolt
    -Psychic

    For Starmie
    Use Scald instead of Surf since Scald has only 15 less base power than Surf and it has 30% to burn your opponent Pokemon.

    Give Metagross an Life Orb for an item.

    Heatran needs Flamethrower over Fire Blast due to accuracy.
    Toxic stalling isn't really the way to go in the subway so go with Substitute over protect.
    Instead of toxic either Dragon Pulse or Flash Cannon.

    For Starmie use scald over surf. If you want use Psyshock over Psychic.
    As an item if you lead with starmie i'd use Choice Specs.

    I've found that Garchomp is my biggest threat - He's faster than starmie, Earthquake and flamethrower usually take out Metagross in one hit, and Heatran can only get one attack in.

    What do you suppose I do?

    How exactly is Garchomp faster than your Starmie? You are fully invested in Speed, with a +Speed nature, and 115 base Speed. Even if the Garchomp is fully invested in Speed with a +Speed nature, it can't outspeed, bucause it has a base Speed of 102. So with that inn mind, Ice Beam it. If you're extremely worried about it, you could replace Toxic on Heatran with HP (Ice) or Dragon Pulse to hit it super effectively.

    Psyshock > Psychic to hit both sides of the spectrum. Life Orb is preferred > Choice Specs so you aren't locked into a certain move. If you don't want Starmie to die quickly you can give it Recover > Psyshock though.

    Ice Punch > Zen Headbutt.

    Might as well make Starmie your Lead to take advantage of the Damage output and Speed it has.

    I think that the Garchomp is holding a choice scarf, but I'll double check next time I see him.
