"Arceus" apparently has two or three different pronunciations, and they are all relatively correct.
Or, you could go the extra mile and romanize it into "Ar-kai-us" or something relatively close to that, but I don't know any living human who would do that.

I find it hard to say what's phonetically correct (unless I'm misunderstanding the word) because word/letters that seem like they would sound the same are completely different.

I pronounce Phione as Fee-own. I'm not sure if that's right, but it sure makes more sense than Fee-own-ay.
^ This is the reason why I like arguing. If I come off as standoffish or overly angry in an argument, don't worry. I'm probably having the time of my life. Whether I agree with them or not, the pokemon fandom has a lot of different opinions, and I love how nobody is afraid to share them.even if we don't understand each other, that's not a reason to reject each other. I get confused with some of the 5th Gen names like:
The only one i'm 100% sure of is Deino. The rest? Meh . . .
for Deino, It's a mixture of Dino and the German word for 1, Ein, but pronounced the same as Dino.
Zweilous is a little tricky, but it's zwhy-LUS, well, I can't phonetically space it out, but that's roughly how I say it.
Hydregion. hi-DRAY-gen. I good trick would be memorizing the Phrase "Hi Drayden." then change the den to gen.

I say Pokemon names with a slighy accent. I dunno why, I've always had. I say them fast, like I say Bra-var-ee foe Braivary. I satly Zweilous as Zwell-ose, and Deino and Dyen-oh.
