RNG Shiny Eggs?

So, Im trying my hand at the whole RNG thing and still kind of confused.

I have Soul Silver, finished the game. I have a 3DS and a Regular DS. I Also use a Macbook that runs on OSX Lion.

Ive searched through the internet and got a little familiar with the subject. Now, my question is, Is there anyone who can lead me in the right direction as to what I need to download? Maybe a real good instructional video would help. I can't seem to find a viable download link that will supply me with an RNG Reporter.

I know which one or two but I shall not state it here.

By the way this thread may be closed. Depends on the mods. Since it is doing something not 'normal' that the game randomize data.

if your using a mac then your going to have to use PPRNG, which is what i use because i also use mac. here is where you can download it

Can you use this on a 4th generation game (Specifically Soul Silver)

Second, is there a specific way to install this program? I did download that but the icon just hopped around on my dock. Once I clicked it, it disappeared, as if an invalid application or something

yes you can. once you have installed it go to finder and type PPRNG, an application with oak's head as the image should come up, just double click it and the program should come up.
