I always use my starter. Because all starters are better than most non-legendary pokemon in any game.
I normally have a starter with me, but it may not be a starter from that game (or generation).
For instance, I used 1st gen starters on my 2nd playthrough of White.

Only in Yellow for every playthrough ever. Sorry, but I have issues with Pikachu that refuses to evolve before the days of Light Ball, it kind of sucks ... a lot. Every other playthrough of any game will always have a starter. Wait, actually there was one other one, my Double Dragons Playthrough of Platinum featured Garchomp, Dragonite, Weavile, Magnezone, Floatzel, and Roserade, although Dratini and Gible were kind of like starters there

I really wish they'd change the type of hidden power on the party pokemon page because the normal type icon looks boring. My special sweepers all have stupid looking Attack tabs on their information.

I never used to, but in all recent games I have played through without my stater. They are too common, I like to be original :P

I've kept my starter in pretty much all my playthroughs up to this point. But once I get White 2, I think I'll be ditching the starter for once (just because there are so many Pokemon available; I'll still be using Snivy in Black 2). And obviously I won't use them during my non-Fire/Water/Grass monotypes.

I have never played without my starter, but towards the end of Pokemon white i ditched my serperior.
Heart Gold team:
I did on the second playthrough of Unova. I chose Snivy and quickly figured out that i did not like him, so i just used other pokemon.
Before that it never even crossed my mind that i didnt have to use them xD
