I had a similar situation with Dewgong and Horn Drill on Haxway!

This is why you use your trusty Flamethrower.

It was a Heatran, and Heatrans usually run Fire Blast, Earth Power, HP (either Grass or Ice) and then a move of your choice. I had Substitute as mine, so no Flamethrower.
