    Only assuming you have max attack. Possibly include evs next time, because without evs Latias does beat Terrakion.

    252 SpAtk Dewgong Ice Beam vs 252 HP/252 SpDef Eviolite Foongus (+SpDef) : 42.11% - 50% (2-3 hits to KO)

    Rain Dance to negate status, so Foongus can either Ingrain (where it gets 2-3HKOed) or Giga Drain (which does 33% max and won't heal enough to prevent a 2-3HKO anyway)

    Or Dewgong could just keep Ice Beaming and hope for a quick wake

    Not exactly a counter

    Stone edge is the move you had to calculate but it doesn't 0HKO either..
