Fillers aren't bad if they can keep one entertained, and if they don't overdo them.
I guess, for me, it depends on the filler episode itself. I'm usually okay with them, but there are times where it just doesn't grab my attention and aren't entertaining at all. But I have to agree with BNator92 that there shouldn't be an excessive amount of filler episodes.
I don't mind them as long as there's not massive strings of them one after another and there's actually some character development in them. I can only think of non-anime examples at the moment, but Avatar and Green Lantern The Animated Series does them in a way I like. Oh, and Tiger & Bunny.
An season/series long story-ark can draw views into the series and keep them coming back for more; however, every episode does not need to contribute to this ark. In a word, yes, if they're good.

Usually not, unless it really gets into the backstory of a character and not just fluff.
Yeah it depends on how it's done and how often it's done...like Soul Eater had only three fillers (the Excalibur episodes) and they were hilarious. Naruto on the other hand has waaaay too much filler and pretty much all of them terrible in my opinion..
i hate that one random episode in every other anime where they all decide to go to the beach/pool/hotsprings. i don't care or want to know how the characters look in their swimsuit. i (and probably a lot of other girls) am getting sick of watching boobs bouncing around the screen and popping out of their bikinis. if they absolutely must do an episode like that, they could throw in something for us as well since they're already at it.
every time a swimsuit episode airs, a small animal dies. fact. this also applies to cultural festival episodes in slice of life/school anime.
except when episode 6 of ttgl aired. that one was awesome.
But yeah, I actually like the beach/pool/hotspring/vaction episodes as long as the show itself was good. Those type of episodes in a harem/ecchi anime do nothing for me. But anime like Another, Kiddy girl-And, and other shows where boobs isn't the only focus, it can be good.
Filler episodes suck...
BUt they do often give you information about characters which would otherwise be unknown..
Bug-Type Represent !I am the Big Bad moth, if you want some, come get some..❁
Depends on whether or not the anime's based on a manga and stays pretty close to it. Some are amusing but others, especially in the case of Bleach, are just like big-lipped alligator moments. They come right out of nowhere, have little to nothing to do with the plot whatsoever, is (though not always) over the top in terms of ridiculousness, and when it's all over, no one ever speaks of it again. So yeah, mixed feelings.

I only hate them when they're just filler to be filler. Like, if the characters are just doing stupid things and trying to be funny and failing horribly. Yes, sometimes, episodes like that can be pretty funny, but for the most part, I don't really like them. Other than that, I don't really mind fillers.

Spoiler:- My Claims:
It depends on what the filler is about. Some fillers are enjoyable, some are boring. For example, when looking at Pokemon, I like most OS fillers and some AG ones, but don't like most DP and BW fillers.
Aquatic Passion (multi-chaptered fic)
Misty, The Mysterious Mermaid (oneshot)
Together Forever (drabble collection)
Love, South Park Style (oneshot)
Working On A Dream (multi-chaptered fic)
Merry Christmas (oneshot)
Seaking Catching Day (oneshot)
Awareness (multi-chaptered fic)
Filler? You mean the thing where the blonde men are floating in space for the next fifty episodes, and all there is to watch is stuff like
"My level is quadrillions of levels past the speed of cosmos cubed!" "No, Mine is!" "Bubblegum!"
"We Must stop the infinitely powerful fat reeses puff man!" "I am a pro wrestler and also SATAN!"
"EXPOSITION EXPOSITION EXPOSITION EXPOSITION"
Seriously, though. I hate filler with a fiery passion. It's what made me stop watching DBZ ages and ages ago. In retrospect, I'm glad to be past it, but all the alcohol in the world would never make me forget.
Creating sentience is simple. Accepting it, however, is harder than it looks.
