Thats how:
You have to ask yourself "would it be better or worse if it was something other than Grass?"
And specifically in Torterras case, unless it was Rock/Ground or Ice/Ground, basically ANY other combo would only improve it.

On top of that why would you run a special based torterra anyway, he has access to stab earthquake + wood hammer, and throw in stone miss for coverage.

Serperior has access to Aqua Tail and Coil. As for dealing with dragon, it can learn Outrage. Which imo, is pretty darn good.

I find Grass type Pokemon to be very useful! And the starters are pretty awesome too! Typically I go for the Water types, but I love Bulbasaur way too much not to pick him!

Grass pokemon are some of the easiest to handle in competitions imo

But, just playing throught the normal game, I always choose the grass starter because it doesn't matter the difficulty for me
