According to the discussion in the MangaFox Forums, "The way it's worded seems to refer to Blue, but she's alive and doesn't have red hair". They also said this girl was never mentioned again.
Is that a forgotten plot point, or some kind of mistranslation?

That solves the hair thing. But what about the "killed" part? Some mind game from the Mask of Ice? Silver knew she was alive, so what was the Masked Man trying to pull?

Think it's a mistranslation. What the Masked Man really said probably was that he killed Green in a previous struggle that happened recently, after her and Silver's last encounter.

So did Green (girl) fake her own death to throw off the Mask of Ice? Given what we know of her, I'd expect nothing less.
