Yes to an extent, DS games that have DSi features are region lock but can still be played on a DS/DS lite.
To be honest I would recommend that you don't bother importing since it's just a typing game aimed primary for young children learning to type.
At the cost of getting Kirby's Dream Collection, a game I would much rather play.
