I actually really like Noctowl. Anyway, I feel Bianca is extremely hated by so many people, I personally love her naive personality.

i like Cheren. I'm not too fond of Bianca though... her battles come at the most inconvenient times.. =~=

I like the Koffing line too, Weezing is my third favorite Poison type behind Crobat and Victreebel.

Roxanne is a pretty forgotten Gym Leader. It's a shame, because she's one of my favorite. And you also rarely hear about Kris and Leaf.

I've never liked Gloom, but I've always been a fan of Vileplume. It certainly appears that Vileplume and Bellossom don't get recognized much. Of course, they don't stand out much from other pokemon competitively, but I still think they could definitely use more recognition. Mawile is another one of those pokemon with little recognition, I think.
