A flawless pokemon is a pokemon with 5-6 IVs as 31 (the maximum possible IV value).

Lemme know if this is ok for the Timbur, if so i have a small request. Can you Train until it evolves so i get the trade evo? It evolves at lvl 25 which is like 3 palpitoads.

If you read the rules, as you said you had, you would know to NOT request while requests are closed! It is clearly marked on the application in RED!

You now have 2 strikes, which is a 2 RNG rotation ban and banned from Sanctuary until June.

Your Request: I don't normally EV train pokemon for requests...if you don't care about EVs, I'll throw it into a battle with Cheren, which takes all of 5 minutes. But I will NOT wipe EVs as I have no way to. Is that ok?
