Highest ranked we've seen, is what they said. And there was still a clear difference in Cilan and Ricard. It's not a matter of being "perfect", but he is the closest to his goal and has done the least for it.
I don't know, I guess I can see either option happening with Cilan. Although there doesn't seem much advantage of keeping him that I see.
I wouldnt mind Cilan staying. But i wouldnt really miss him like i did with Brock but he can be entertaining.. As long as they replace Iris ill be happy.
As much as I love Cilan, I'd rather they use a Gen 6 character instead. I do not want to see Cilan reduced to a prop like Brock ended up being.
If that was their intention Cilan wouldn't be treated better than Brock was from start. Likewise Brock isn't credible indication through which we can base how would other characters be treated. It depends on personality, character goal, plots writers build around him ad story in what way he will be taken and handled.
Way i see it in long run it doesn't matter how long character will stay, but how good would writers handle their characters and stories.Even if some mistakes happen its always possible to correct those flaws and bring characters back on right track restoring appeal they might have "lost" in fan eyes..
Cilan has potential imo to last longer(actually every character in theory have) being enough versatile with his hobbies and ambitions to contribute to anime plot in longer run not being one-note character. Needless to say his connoisseur goal has barely been touched on offering material to make something reasonable out of it.
Personally im quite tired of constant cycling through characters halfway unfinished, when we could for change have someone established being taken through new directions allowing to provide more depth to character as opposite to being replaced like anyone else eventually falling in oblivion.
p.s. For record i feel Brock was handled pretty well until DP having many memorable moments. In DP admittedly he was left on sidelines, but to be fair he also probably received most focus on breeding career in Sinnoh too getting first egg, applying knowledge of healing other pokemon in many situations teaching Ash and Dawn about first aid, played rather important role in Team Galactic arc etc. So in reality its not like he didn't had his moments there too.
Cilan might stay with Ash next series, but since the Connoisseur job only exists in Unova, he wouldn't really have anything to do in the next region. Unless, of course, the region also employs Connoisseurs.

Obviously, the reason why Cilan isn't an S rank Connoisseur is because he keeps babbling his insane troll logic in battles. The only opponent he ever does defeat nowadays is Burgundy.
Once he realizes that, THEN he'll get the highest rank.

Cilan staying would add more continuity to the show and stability to the main cast. Also, considering the next region is based on France, that's all the more reason he should stay. He'll fit in well with the France scenery.

Not to mention that pansage seems to be part of of the new region as well so no issues there.
Well, Burgundy would definitely fit in with the France-like region! Ha ha ha...
He's probably not. He has nothing to do with X and Y.
