    this depends on which team you have and also depends on which starters you pick

    are you asking on all gym leaders or do you ask for a specific region?

    I'd have to say this gen's

    Ice is a very underdeveloped type and it's badness it really high lighted because you can sweep his entire team with Lucario, a pokemon you get passively by progressing through the story.

    Never played Gen VI so whomever the champion is they're omitted from my choice, that choice being Alder. When most of his team is weak to fire-type moves it isn't terribly difficult

    edit: read it as that similar thread where it is easiest champion and not gym leader. My bad

    But Giovanni is the answer, hands down. The movesets for his powerful Pokémon are beyond pathetic.

    If you specialize in ground, then why not take full advantage of that? His only Pokémon that has a ground-type move is Dugtrio. Of course I'm not counting fissure since it never hits unless your speed is lower than the Rhydon's, and let's face it Rhydon's speed is extremely low, so finding a Pokémon with lower speed is hard.

    Out of curiosity, have you ever actually played RBY? Barely anything has a movepool whatsoever; being unable to fill moveslots isn't uncommon.

    Oh yes, I know that all major trainers in the game suffer from the same problem.

    Which I say is just laziness by the designers. There are clearly moves the Pokémon could have had instead of the weak moves they had.

    There were a lot of TMs the Pokémon had access to.

    I hate to say it because he seems so nice in the game, but Wulfric. Three flamethrowers from my Delphox and his team was destroyed.

    And you're aware that not having access to things such as a decent TM list and fancy move tutors and types with actual offensive moves available to them isn't a problem that just affects the AI, right?

    The player is restricted by the same TM and movepool availability that Giovanni is; a moveset of Normal moves (and, if you're lucky, STAB) is the norm for in-game RBY, not a sign of a particularly bad movepool like it is in modern games.

    Yeah, but couldn't Giovanni given all his Pokémon Earthquake or at least one of them?

    That is a good move, and the TM for that even existed in Red/Blue.

    No GL in RB has their signature TM on multiple Pokemon.

    It's the same restriction that applies to the player, because you only have one of that TM available.

    Alright, I will admit you make a fair point.

    Doesn't change my opinion on Giovanni's team though.

    yestolgia it depends on the starters you pick, since you pick a fire type i don't think you would find wulfric hard.

    for me i think it was wulfric, since i pick fennekin as starter.

    I've found Giovanni or Blue to be pretty easy to beat.

    Wallace and Claire are the hardest. Darn milotic and kingdra. -_-

    Then again basically everything in Kanto is pathetic.

    Juan had a freaking Luvdisc.

    Actually, I found Volkner the easiest to beat, possibly because I picked Turtwig.

    Giovanni.

    Seriously, by that point in the game, you should have either a Water or Grass type to counter his Ground types. Heck, two of the three starters are strong against him.

    Wulfric. I didn't even get hit by his team once. Mega Charizard Y's Drought ability is a life-saver.
