Well its impossible for a Heracross to have Frenzy Plant as that can only be learned by Grass type starter pokemon and it can't learn Synthesis either. Unless you hacked it.

Anyway, Heracross' Spatk is quite bad so use Close Combat over Frenzy Plant.
Rock Slide over Earthquake to to hit Flying types, your biggest weakness. Night Slash > Synthesis because Heracross actually learns it and it helps out against ghosts.

Dragon Claw > Dragon Pulse to make use of Dragon Dance's attack boost.

Venusaur (Soft Petal) Moves- Frenzy Plant

Giga Drain > Frenzy Plant. Over 2 turns, Giga Drain does the same amount of damage as Frenzy Plant but Giga Drain heals you in the process. Flash is only useful for the handful of times you go into a handful of caves that require Flash to navigate. Use Sludge Bomb instead.

Luxray also cannot learn Earthquake. Use Superpower if you have access to a move tutor.
Luxray is an offensive pokemon, so Crunch > Toxic.
Luxray's attack is also much higher so use Wild Charge instead of Thunderbolt.

Well at the very least both Luxray and Heracross are hacked since they can't legitimately learn Earthquake and Frenzy Plant, respectively.

To add onto Aurath8's rate:

Ground and Fighting get nearly identical coverage on Poliwrath, so there's no point in running both Earthquake and Brick Break. You have two options; you can either replace Earthquake with Bulk Up for some boosting, or use a SubPunching set of Substitute / Focus Punch / Waterfall / Ice Punch. Your choice on which set you prefer.

If you're not using this for online battling, there's not much point in Synthesis on Venusaur; you can go with Growth to boost both your offences, or Sleep Powder I guess.

Return > Strength on Luxray for more power.

Or use a Curse set on Venusaur. It actually works well so stfu before you diss it.
