I don't think we're supposed to know. It's better to just leave it as that because I can see a lot of weird theories going on about that.

Throh and Sawk are wearing clothes. You can't say that they aren't. But I don't know how to explain it.
In the case of Jynx, I would guess the shape of its body makes it looks like a dress.

The karate gi Sawk and Throw wear are most likely hand-crafted when they're at the right age...
But Jynx, I don't know what the hell she's got going on and I don't want to know.
Another question you should ask is how are Pokemon like Jynx, Sawk, and Throh even born if they're gender exclusive species o.o

Throh's Pokedex entry says that it can use vines as its belt. So maybe the robes are part of the Pokemon, but the belts aren't
