Well, are they or not? Hell, are they born with them or given?

I do believe this is one of those pokemon questions that are better left unanswered.
Take a moment to consider just how nothing nothing really is....If you understand this, then you just solved the universe.

The truth that each person...each soul...is a book. And when we lay our feelings out in the open...and we give them no name...and we give them no author....and we give them no description.....who will actually read them..........?"

I think they're born with it haha.
You can't go around make clothes for every one of that species.

I don't think we're supposed to know. It's better to just leave it as that because I can see a lot of weird theories going on about that.

Throh and Sawk are wearing clothes. You can't say that they aren't. But I don't know how to explain it.

In the case of Jynx, I would guess the shape of its body makes it looks like a dress.

The karate gi Sawk and Throw wear are most likely hand-crafted when they're at the right age...

But Jynx, I don't know what the hell she's got going on and I don't want to know.

Another question you should ask is how are Pokemon like Jynx, Sawk, and Throh even born if they're gender exclusive species o.o

Throh's Pokedex entry says that it can use vines as its belt. So maybe the robes are part of the Pokemon, but the belts aren't

As Sawk and Throh are gender counterparts, the female can lay eggs that will hatch Throh or Sawk.

Jynx is a curious case, though. Maybe they don't need a male...

    Sawk and Throh are male....
Jynx....I would say the dress are a part of Jynx's body. (This is an attempt to keep my childhood innocent)
