Generation III > I > IV > VI > II > V in my opinion.

Gen 4 (Turtwig, Chimchar, Piplup)
Gen 5 (Snivy, Tepig, Oshawott)
Gen 6 (Chespin, Fennekin, Froakie)
My list is: I > III > II > IV > V. I rather wait on VI starters because is too soon to show my opinion of it since it was announced few days ago , but it surprised me that has many votes on the poll right now.

At the moment, I'd have to say III > I > IV > V > II. I'm not entirely sure about VI yet since I don't know much about them besides their names and looks, but at the moment I'd probably place them between IV and V from what little I know about them.

The only batch of starters I really disliked was gen IV though. I didn't like any of them, which I've never had before or after gen IV.
3rd. The only gen where I really like all 3 of the starters. Sceptile's perfect. Blaziken is BA. Swampert is just...cool.

Eh, since Gen VI isn't out, just going up until Gen V, here's my favourites:
1. Gen IV: It's my favourite batch of starters, nothing to say here. EXCELLENT typings at the end of the evolution. Water/Steel and Grass/Ground are unique typings. Although Fire/Fighting is on its 2nd roll, it didn't really matter then because Emboar wasn't out yet. Anyways, they all have cute starter bases (why Dawn's Piplup didn't evolve) and epic final forms. Yeah, no. 1 for a reason.
2. Gen II: Next to Gen IV, Gen II is high on my list. I love Thyphlosion, and Feraligatar has its goodness to. Meganium is the only one which I find decent/subpar, but Thyphlosion and Feraligatar are my favourites for a reason. Those three also have cute starter bases, especially Cyndaquil: KAWAIIIIIIII!
3. Gen III: Yes, I liek Mudkipz. I think Gen III has decent starters too. Mudkipz is just pure punny, though I didn't really like Swampert that much. Blaziken... not my favourite, but it's pretty subpar design. It even gets Speeed Boost, which is totally unfair because Blaziken has nothing to do with speed when we have a grass lizard in the batch. Out of the trio, my favourite is probably Sceptile. Its potrayal is strong in both the anime and the manga... ++
4. Gen V: Not my favourite. Tbh, I find this batch rather unappealing at the beginning. But as time went, I grew on designs, such as Emboar and Oshawott, thanks to anime potrayal (Bianca's Emboar and Ash's Oshawott). Its pretty cute if you ask me, for the latter of course. I didn't really like Serperior's design, because his almost non-existent offence made it hard and... well, don't like how its smug and all. Also thanks to the anime potrayal (Trip), I've grew a disliking to it :P
5. Gen I:I just put it here to annoy the genwunnersLying on that part, but I didn't grow up at Kanto's era, so I didn't feel the "symbolic bond" that older players feel. I rather just treat it like a regular bunch. The only final form I like is Blastoise. I'm not a huge fan of Charizard or Venusaur. But over the time and Gen V, I've grew to use Venusaur in competitive sun teams, and its design grew on me. Charizard.. not so much. Stealth Rock. Stealth Rock bro.

As of now, Gen VI probably places around Hoenn. Only time will tell, for if this turns out to be another fire/fighting, I shall find a computer and slam it into the wall.

I went a head and said Gen 1 but really, I have a hard time between the first 2 Gens. 3rd comes in close, then 6(so far)>4>5. Charizard is my all time favorite so that had a bit of influence.

Generation III had the best starters for me. All three were fantastic to use in-game, being offensively competent yet not feeling like glass cannons. Generation V was probably the worst so far - Samurott just doesn't stand out, Emboar is a tad too slow and I haven't dared to go near Serperior.
The other three generations fall in the middle and it's quite hard to place them. Generation I and II have some nostalgic value for me, while Generation IV was somewhat better stat-wise yet didn't really stand out.

I think Generation 3 is the best since all three starters have decent stats and move pools.
The first generation is in my opinion by far the generation with the coolest starters. I love all three of them, and their evolutions. After that I'm not sure, but I'd say 2th generation because I loved Cyndaquil as much as Charmander, but after the first two generations i haven't really liked any of the fire starters. I greatly dislike Torchic and it's evolution line, I know alot of people like Blaziken but I really dislike it's design, but at the same time i think Treeko and its evolutionary line is awesome! In the fourth generation I really liked Turtwig and it's evolutionary line.
I guess I'd say I>II>III>IV>V. Can't comment on the VI starters since i haven't seen the evolutions, but they seem promising.

Sinnoh > Kanto > Gen VI (that may change depending of the evos) > Unova > Johto > Hoenn.
Sinnoh had the best starters. All of them have nice designs, origins, type combinations and are useful in some way.
Hoenn had the worst. Blaziken is meh and Sceptile is just... ugly. The only salvation is Swampert, who looks pretty decent and has a good type combination.

Yay it's nice to see that my 2 fav gen are top with 27 each ( gen 1 and 3 ). Always had a hard time choosing starters in r/s and fr/lg ( also in r/b which I played after fr/lg )

Well, for me it has only gone downwards, so its simply I>II>III>IV>V.
Generation 1: It's easy to blame it on nostalgia, but all of these starters do have something I like. Blastoise is probably my least favorite, but it is still cool. Venusaur is not only my favorite gen 1 starter, but my favorite Pokémon by a landslide. They're all just simply designed and look like they can pack quite a punch.
Generation 2: Only one I'm not too fond of; Meganium, the other two are really cool. Feraligatr is my favorite here, which is unusual since I usually prefer Grass types, but a pumped alligator that looks like its on a bloodlust is irresistable for me. I also love Typhlosion, its fire on the back has always come out as an iconic design choice for me.
Generation 3: Blaziken and Swampert are good, not great, not bad, just good. Sceptile is the one that counts for me here, a FAST grass starter? Wow, that's pretty rad, now isn't it? Again, some original designs, but Blaziken has to come out as my least favorite here, just a tad too humanoid.
Generation 4: And then... something happened... I don't know what, but I don't really like any of these starters. Torterra has to be my favorite, but that's probably just because it is a knockoff of Venusaur. Empoleon looks like a robot, aka not a living being, it looks like it can't bend anywhere. Infernape is just odd for me, I don't really like monkey Pokémon unless they're twisted up like Mankey, so I guess a flaming monkey didn't help.
Generation 5: Somehow it got worse. A bearded seal, a Snake with an all too pointy nose, and Ganon. I chose Emboar just to name him Ganon, and in future playthrough I just put him in the box. I don't like any of these to be honest, and I don't want to go overboard and say anything bad since I don't want to piss off people who actually like these, so there you have it.
This is just how it ended up for me, its all because I prefer a certain type of Pokémon, and for the last two generations the starters have come off as some of the least exciting Pokémon in their generations. Its not that I don't like Gen 4 or 5, I just don't like the starters.
BTW, I'm solely talking design, no in-game affection. Won't judge VI as we haven't seen their evolutions.

Just looking at their base forms, it goes like this
I>III>II>IV>V
I feel bad putting V last because I love Tepig, but although I like Oshawott and Snivy, I don't like them as much as I like Turtwig and Piplup. Even though I like Tepig far more than I like Chimchar. I love all the starters from the first 3 generations. I went with gen I as my favorite because I really like that Bulbasaur starts out as a dual type Pokémon, they're all adorable and Red and Blue were my first Pokémon games. I can't really say where to put Gen VI. If I absolutely had to place them, I'd put them between gen II and IV. This is purely based on design though.
Looking at final evolutions, I place them somewhat differently:
I>III>V>II>IV
Simply because, for me when they evolve, Snivy and Oshawott go way up on my awesome list. I really, really, really like Samurott, and I think Serperior is the best snake-like Pokémon in the series. Plus I love Emboar. I feel bad putting IV last because I love that they all have a secondary type. It's just that the only one of those final evolutions that I love is Torterra. I like Infernape and Empoleon, but not nearly as much as I like the final evolutions of all the other gen Pokémon.

Gen. 3. It's the only generation where I actually like all the starters and their evolutions. And they struck the perfect balance. They weren't too simplistic, but they weren't so complex that you didn't know what they were, either.
And I know I'm in the minority, but I'm not really fond of the Gen.6 starters. They're probably my second least favorite set of starters behind the Johto starters.
