Ice Beam > Signal Beam on Porygon-Z. It forms the fabled boltbeam and means that no pokemon resist all 3 of your moves.
Hyper Beam on Porygon-Z has exactly one use. In competitive, at +4 Spatk and with a LIfe Orb it can OHKO Blissey. Besides, Tri-Attack still has more power than Hyper Beam over 2 turns(320) and is still a better option. With the second-highest non-legendary Spatk, Nasty Plot and what is essentially a STAB 107 power move and boltbeam coverage you should be tearing teams apart anyway.
