I too found Emerald odd compared to the rest of the Dex holders. His random ability to throw home soil at pokemon to calm them down, his height, numerous gadgets - wasn't too impressed by all of it. It just made him more weird & unfitting for me. He definitely had his moments, but still he would be my least favourite among the rest.

Yellow. Definitely Yellow. Such a terrible character, such a waste of potential. I have never understood why people like her or how her being "cute" suddenly makes her such an amazing character. If characters like Sora from Kingdom Hearts is a Gary Stu then Yellow is, no doubt, a Mary Sue and she's one for really no reason. The arc can easily due without the whole Tokiwa Forest powers (which smells like a plot device to me) and even the powers, if needed, could of been handled way better. Heck, Wataru is a good proof of that! I can easily think of a few ways they could of used her character, and really the whole arc, better. It also doesn't help that her character development might as well be powers development since the only things that develops about her reaction to pokemon and her powers.
Next would be Red for the same reasons as everyone else. He's boring and generic to the point that one can hardly say he has a personality. He's basically a wood plank with a few Hero traits and not much else. And the sad part is that the RGB arc showed him with, while stereotypical and a bit generic, a personality that at least makes him somewhat enjoyable to watch. After that he became like a shell, something that really stuck out to me in Yellow and FRLG.
It's almost like that Kusaka thinks that mature = loss of everything that made his characters great. I already see it happening with Green and Blue, especially Blue. The only good thing I like about Red is his character design. Yamamoto draws him real cute.
Oddly enough, for Gold, it's those reasons that I feel like he's better than most. Kusaka hasn't screwed up his character yet in a sad attempt to "develop" him especially when it's been shown what he considers mature.

With Sapphire, I sorta disagree. I saw a bit development of her by the end of Emerald (even by the end of RS) and she seemed to act less wild during Emerald. And again, with a bunch of other characters, it seemed like Kusaka got rid of the very trait(s) that made Sapphire unique to PokeSpe in attempts of developing them. (That's how I can kinda tell she went through development lol.)
I agree that Sapphire is acharacter that's better off having subtle development that takes a few arcs to truly see blossom (while retaining many of her traits), but also will add Gold. Crystal needs to be rewritten from scratch, there's no salvaging her.
I always felt like Pearl was incomplete. Kusaka seemed like he wanted to do something with him with the tension and differing opinions concerning Pearl and Diamond, but it just didn't go anywhere. Kinda felt liked Kusaka lost it all between the plot and Diamond's character development and ended up shoving something in the last bit. It's a shame too as I felt the dynamic between him and Diamond had potential beyond Pokemon puns. I'm pretty interested in hearing how you would write Pearl's arc or heck, how you would fix the trio's characters.

I really really really hate Emerald. I dont like anything about him to be honest..... I never really got past the Emerald Arc in the manga tbh.
His gadgets were really stupid too. Ugh just....EMERALD..... /LIES DOWN
Perhaps I should try and read it again. I doubt my opinion of him has changed though.
I don't really dislike anyone in the manga. They've all got their pros and cons about themselves, but they're still loveable. Even though Gold annoyed me in the beginning, I wouldn't go as far as saying he's my least favourite character.
