Err, Base 70 speed isn't middling at all- its speed is just as poor as a lot of slower Gen 7 'mons, like the other two Alola starters, and it still renders Decidueye too slow to use outside of Trick Room and too fast to use IN Trick Room. Middling base speed would be like... Pikachu's base 90 or Charizard's base 100. It's only a mere 10 above the other two Alolan starters, and definitely not enough to get out of the Dead 'Mon's Land.

With that, I'll do a stat analysis for Decidueye.
HP- Base 78: Below Average. Decidueye's HP is kind of low, which kinda undermines its bulk.
Attack- Base 107: Above Average. Decidueye's attack however is its shining point. It hits rather hard with physical hits, but it's only slightly above the average base 100 of, say, Zygarde.
Defence: Base 75- Below Average. Decidueye does not take physical hits well.
Special Attack- Base 100: Average. If Decidueye had any form of a Special-attacking movepool, this stat would matter. But it doesn't, so no.
Special Defense- Base 100: Good. Base 100 in a defensive stat is always nice, and it means that, despite Decidueye's lackluster HP, it can at least weather some hits on the Special Side.
Speed- Base 70: Dead 'Mon's Land. And here is where Decidueye falls flat on its face. For a Pokemon like Decidueye who's kinda frail, having its speed fall straight into the area of 'Too fast for Trick Room, too slow to function without' is a MASSIVE PROBLEM. It's outsped by many common threats and doesn't have the balanced bulk of Incineroar to compensate, nor the focused bulk of Primarina. Admittedly, ALL THREE of the Alolan starters suffer from this, but it hurts Decidueye the most.
