Anyway why would you want to get back to 0 faster?
If you're trying to figure out its mechanics (exact required steps and such) it's a lot faster to say set it an hour from midnight then build up watts within that hour. Once an hour has elapsed you can check again I don't do it though because then the Safari Zone counter won't progress

Ah yes that would make sense then.

Too many steps can be a problem apparently.

Midnight, unless you reset your clock.

Now this is something new to hear. So, after Midnight, the pokewalker resets? And certain steps can cause you to miss certain Pokemon and items?

You don't necessarily "miss" them, they just get harder to find. Any Pokemon in group B for most courses are little monsters to find once you have gotten enough steps to unlock group A. You have the best chance of finding an item or Pokemon when you are at just enough steps for it to be found. In most tests I've done, the item most recently unlocked tends to be the one that appears the most when searching. Certainly not always, but very often.

Can someone explain what the Slowpoke Tail's situation is in these games? Clearly it has a new item sprite () and it was part of the story, but is it actually obtainable like it was in Gold/Silver/Crystal?

I'm wondering about this too.

The item is in the game's data but...

Old news. Other than the Enigma Crystal event, Steven is the one who gives you the Hoenn starters in HG/SS. He trades you his Beldum too.

In Silver it definitely wasn't available - the guy stood outside the Poke Centre near union cave and it cost one million or something, same as the bike in Blue
I'm not sure about crystal but I don't think it would be

Slowpokes Tail?
Yeah, there was a guy who tried to sell Slowpokes Tail for 1.000.000 (it`s impossible to get that money, the maximum you can have is 999.999), but......wasn`t it available in a special Supermarket for 1000, maybe in Goldenrod?

Good question. I checked out Bulbapedia for the answer..

Introduced in Generation II. Offered by Team Rocket on Route 32 for Pokémon Dollar1,000,000, the player must refuse (as that is one more Pokémon Dollar than can be carried) and save all the Slowpoke Team Rocket has kidnapped. The item later appears in a shop Team Rocket's running in Mahogany Town for the much more affordable price of Pokémon Dollar9800, but it can only be bought before meeting Lance at the Lake of Rage, at which point the shop won't sell anything until Team Rocket is defeated in Goldenrod City. The item is never seen again after meeting Lance.

The Slowpoketail is actually a useless item with no function past its monetary value. Although it's said that a Slowpoke will use its tail for fishing, a Slowpoketail has no effect on fishing at all, nor does it have any effect on Shellder despite the fact that contact with a Slowpoke's tail usually induces a spiral evolution.

One key point of interest is when first introduced, the Team Rocket member mentions the Slowpoketail's value as a delicacy, being the first time that it's ever mentioned of the use of any Pokémon as an actual food (for human consumption), a rather controversial subject of what kind of creature is the contributor of meat (of any kind) in the Pokémon world.
I dunno if that's the answer you wanted, but there you go.

I'm pretty sure it's a key item, now, like the Rage Candy Bar.

Before the Mahogany Rocket Hideout Quest, there was a man in the 'shop' sold Slowpoke Tail.

So it's just a useless item like the Contest Pass in DPPt?

Seems like it. Although it does have some "collectible" value within the game, being avalible (spelling?) for a short time and all. I think I remember buying one in the originals.
