In order to evolve Pokemon in PMD2... (ENDGAME SPOILERS)
THERE ARE END GAME SPOILERS IN THIS THREAD. DON'T READ IF YOU DON'T WANT TO KNOW.
If you want to evolve your other pokemon (not starters), just beat the game/graduate/Wigglytuff Guild
To evolve your starter, recruit Dialga and recruit Palkia, and clear the Marine Resort.
